Humanitarians are targeting more than half, 1.3 million. One in five citizens is displaced. <\/p>\n<h2><strong>&#8216;Things are changing&#8217;<\/strong> <\/h2>\n<p>Ms Vosornu traveled to Zemio, a town in the south-east on the border with the Democratic Republic of Congo (DRC), \u201cwhere there is some insecurity\u201d. However, the situation has changed over the past six months as internally displaced people (IDPs) who were sheltering in a church have returned to their communities. <\/p>\n<p>People are farming their land &#8220;when there is peace&#8221; <strong>Support from a project by the Food and Agriculture Organization of the United Nations (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/www.fao.org\/home\/en\/\">fao<\/a>)<\/strong>While the international medical NGO ALIMA, which receives funding from the United Nations, operates bi-weekly mobile clinics that serve up to 70 people at a time. <\/p>\n<p>During her visit, Ms. Vosornu met with CAR President Faustin-Archange Touadera, the Minister of Humanitarian Action, and local officials in Zemio. <\/p>\n<p>\u201cIt is clear that things are changing,\u201d he said. \u201cHowever, it is also very clear <strong>Progress can quickly unravel if attention is not paid and funding is not maintained<\/strong>&#8221; <\/p>\n<h2><strong>delicate but generous<\/strong> <\/h2>\n<p>Despite its fragility, CAR is also &#8220;generous&#8221;. Another 36,000 people from war-torn Sudan have found shelter there and have been given land by authorities. <\/p>\n<p>Among the Sudanese refugees are doctors and nurses who want to support humanitarian work in CAR. <\/p>\n<p>He said the OCHA team on the ground was &#8220;asking how do we support these refugees who have come here, but also help them nourish the economy and assist them in that regard?&#8221;  <\/p>\n<figure class=\"context-un_news_full_width_credit_caption type-entermedia_image media figure media--type-entermedia-image media--view-mode-un-news-full-width-credit-caption\"><figcaption class=\"media__caption figure-caption\">\n                  <span class=\"author\">\u00a9 Unocha\/Maxime Nama<\/span><br \/>\n                          <span class=\"caption\">OCHA&#8217;s global crisis chief Adem Vosornu (centre left) meets a group of women in Zemio, Central African Republic.<\/span><br \/>\n              <\/figcaption><\/figure>\n<h2><strong>humanitarians forced to cut<\/strong> <\/h2>\n<p>Ms Vosornu highlighted her interactions with local people in Zemio, such as a community leader and mother named Fen who just wants stability and peace, health care and education for her children, and livelihood support. <\/p>\n<p>Yet funding cuts threaten the humanitarian response \u2013 even though it costs only $16 dollars to feed a displaced person for three months and $26 dollars to provide them with health care for an entire year. <\/p>\n<p>International NGOs closed 20 percent of their offices and satellite offices, or 120 out of 634.  <\/p>\n<p>United Nations Sexual and Reproductive Health Agency, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unfpa.org\/\">UNFPA<\/a>There was a lack of reporting on gender-based violence, &#8220;not because it&#8217;s not happening, but because we don&#8217;t have the capacity to be humanitarian throughout the country.&#8221; OCHA has also been affected. <\/p>\n<p>&#8220;We used to have 15 sub-offices and antenna offices across the country.
