Court records do not indicate whether al-Saadi is represented by an attorney.

“In a span of just three months, Mohammed al-Saadi allegedly directed 18 terrorist attacks across Europe – including against the citizens and interests of the United States – and planned to carry out a similar attack in our country,” James C. Barnacle Jr., assistant director in charge of the FBI, said in a statement.

Federal officials said that al-Saadi spoke to an undercover law enforcement officer on or about April 3 regarding his plan to kill people in the United States. Al-Saadi allegedly attempted to coordinate and carry out terrorist attacks targeting an unknown number of Jewish institutions in New York, Los Angeles and Scottsdale, Ariz., in April and this month.

Officials said they discussed using improvised explosive devices or setting the locations on fire.

The complaint states that during a recorded phone call with the undercover officer on April 1, al-Saadi allegedly asked if they knew anyone who could carry out attacks in the United States and how much they would be willing to pay. According to court documents, when asked who he wanted to attack, al-Saadi reportedly said, “I mean, we offer him a Jewish temple, a Jewish center.”

Authorities alleged that al-Saadi is a commander of Kata’ib Hezbollah, a US-designated foreign terrorist organization operating in Iraq, which is closely linked to the Iranian military and counter-intelligence agency the Islamic Revolutionary Guard Corps.

“Working with our law enforcement partners, we thwarted a plot against a Manhattan synagogue and, in partnership with the synagogue’s leadership, ensured its safety as the threat escalated,” New York Police Department Commissioner Jessica S. Tisch said in the release.

Federal officials said al-Saadi had worked closely with longtime IRGC-QF commander Qassem Soleimani, who was killed during a US airstrike in 2020.

Al-Saadi is facing two counts of conspiracy to provide material support to a foreign terrorist organization, one count of conspiracy to provide material support for terrorist acts, one count of conspiracy to provide material support for terrorist acts, one count of conspiracy to bomb a place of public use and one count of destroying property by means of fire or explosives.

The prosecution is being conducted by the Justice Department’s Office of National Security and International Narcotics Unit.

An Iraqi national was arrested Friday for what federal authorities described as a role he played with two foreign terrorist organizations and attempting to attack a Jewish institution in Los Angeles.
