Altman said his company is also dealing with supply chain challenges and pressure to meet deadlines.

The stakes are rising for Altman as he aims to transform OpenAI from a private market into an investable asset for a more savvy class of public market fund managers, valued at $730 billion in a record fundraising round last month. This means pulling back from some massive spending plans, postponing some ambitious projects, and accepting OpenAI’s role as a buyer of massive amounts of cloud capacity rather than a builder of giant data centers.

“OpenAI realized that the market doesn’t appreciate a carefree approach to development and spending,” Daniel Neumann, CEO of Futurum Group, told CNBC in an interview. “The market wants to see OpenAI’s revenues growing at a pace that can justify the expenses. In my opinion, the pivot is to try to show a little more fiscal responsibility.”

The strategic shift means OpenAI may have to make fewer compromises while trying to compete with Anthropic. Google And many other companies are developing AI models, apps, and features. Altman said in his November post that OpenAI is considering commitments broadly $1.4 trillion over the next eight years.

The deals spooked public markets, stoked fears about a potential AI bubble and led many investors to question how OpenAI could make such lucrative commitments with revenues of $13.1 billion for the year.

OpenAI’s most notable announcement was NVIDIA. The chip maker, also the world’s most valuable company, agreed in September to invest up to $100 billion in startups over several years, with the capital distribution tied to the buildout of OpenAI and the use of Nvidia’s technology. OpenAI said it planned to deploy at least 10 gigawatts of Nvidia systems, with the first $10 billion investment coming as the first gigawatt is completed, a unit of power roughly equivalent to the electricity consumption of a medium-sized city.

Press release Said the partnership “will enable OpenAI to build and deploy at least a 10 gigawatt AI data center.”

Analysts told CNBC at the time that the deal was reminiscent of the seller financing that fueled the dot-com bubble in the late 1990s. Altman repeatedly dismissed concerns about OpenAI’s ambitious infrastructure plans, suggesting that revenues would reach hundreds of billions by 2030.

But in recent months, as the company prepares for a potential IPO later this year, OpenAI has tempered expectations and outlined a more measured strategy. OpenAI told investors in February that it is now targeting about $600 billion in total compute spending by 2030, a figure that is directly tied to its expected revenue growth.

The company is emphasizing discipline in other areas of its business also. In December, OpenAI announced “Code Red” to focus on improving its ChatGPAT chatbot in the face of increasing competition from Google and Anthropic.

OpenAI’s Applications CEO Fidzi Simo held a meeting with employees earlier this month about the enterprise business and said the company was “aggressively orienting” toward high-productivity use cases.

“What really matters for us right now is to stay focused and execute very well,” Simo said, according to a partial transcript of the meeting reviewed by CNBC.

‘This is the race’

Stargate AI Data Center in Abilene, Texas, US, on Wednesday, September 24, 2025.

Kyle Grillot | Bloomberg | getty images

OpenAI does not currently own any data centers, and may not in the near future, the people familiar with the matter said on condition of anonymity because they were not authorized to speak publicly.

Instead, it has opted to rely more heavily on partners such as Oracle, Microsoft And Amazon are trying to add as much capacity together as possible.

A year ago, things looked very different for OpenAI. In January 2025, President Donald Trump unveiled the Stargate project with Altman, SoftBank CEO Masayoshi Son, and Oracle Chairman Larry Ellison during an event at the White House. Companies pledge to invest $500 billion over four years to build new AI infrastructure in the US

According to this, OpenAI will be responsible for project operations, while SoftBank will be in charge of finance. a blog post In those days. Oracle and Nvidia were named as key initial technology partners.

“Oracle, Nvidia and OpenAI will collaborate to build and operate this computing system,” the release said.

According to one report, as soon as Stargate was launched, OpenAI was prepared to develop large portions of the project itself, and aimed to directly lease or own some of the data center premises. Information. But when the company encountered practical manufacturing problems and struggled to secure support from lenders, it changed direction.

Oracle is leasing Stargate’s data center campus in Abilene, taking in tens of billions of dollars to finance the buildout. loan.

OpenAI and Nvidia said in their September release that the first gigawatts of Nvidia systems will be deployed in the second half of 2026. Experts said the timeline would be tight under the best of circumstances.

Virginia Tech engineering professor Walid Saad said building a 1-gigawatt data center could take three to 10 years from start to finish. Challenges can emerge at every step – from finding the site, obtaining appropriate permissions and permissions, accessing power, building the physical infrastructure, delivering the hardware and finally bringing it online.

“There are rules, there are permits, there are different procedures in different places,” Saad said. “There are processes they can’t control.
