A Florida man has been arrested after a fatal hit-and-run on New York’s Upper East Side early Friday morning.Terrill Jenkins, 44, was walking near the intersection of Lexington Avenue and East 61st Street just after 4:30 a.m. when she was struck by a tractor-trailer, police said. The driver did not stop.According to the criminal complaint, a red oil truck was backing through the intersection when it ran over Jenkins. The truck then moved forward, and the driver got out, approached Jenkins’ body, and returned to the truck before driving off.Witness Charlie Reyes said he tried to help Jenkins after finding him on the road. “They put him on the sidewalk,” he said. “He looked to be in bad shape, and I told him to be strong… ‘Be strong. You’re going to be okay, buddy.’ “I never knew he passed away.”Several hours later, around 7 a.m., police said 33-year-old Vincent Spano arrived at the Brooklyn NYPD precinct and said he thought he might have hit something. Authorities linked Spano, from Palm Harbor, Florida, to the hit-and-run and arrested him. He is accused of leaving the scene of an accident and failing to exercise due care, resulting in death.According to his family, Jenkins was on his way to work at a Home Depot on First Avenue and was just three blocks away when the accident occurred.“The driver thought about himself and did not act ethically,” said Peter Mulligan III, Jenkins’ cousin.
