They witnessed widespread destruction – particularly in Druze villages, where thousands of homes, businesses and places of worship were burned.

The violence initially began due to inter-community tensions and spread in three waves – two targeting Druze civilians and the other targeting Bedouin.

“The entire period was also marked by elevated levels of hate speech and disinformation, which was largely disseminated through social media,” the report said.

The first major wave of violence was the deadliest, in which government forces, together with tribal fighters, committed widespread violations against Druze civilians in western Sweden and the city of Sweda between 14–16 July – including killings, torture, arbitrary detention, and looting.

The commission said, “Men identified as Druze were separated from women and children and killed. Others were shot in the streets or killed in their homes along with family members.”

The second wave began on July 17 when government forces withdrew in the face of Israeli air strikes on Sweden and the Syrian capital Damascus. Druze armed groups then attacked Bedouin civilians, engaging in killing, torture, arbitrary detention, forced displacement, and looting.

“Such attacks forced thousands of Bedouins to flee Druze-held areas of the governorate,” the report said, “eventually driving almost the entire Bedouin community from areas under armed group control.”

counter attack

The third and most devastating wave was carried out by tribal fighters from across Syria, who mobilized during 17–19 July and targeted Druze civilians in retaliation.

“35 mixed or predominantly Druze villages were extensively looted and almost every house systematically burned by tribal fighters, as well as killings and abductions of civilians who had not fled the previous government attack or who had returned to their villages on 17 July,” the report said.

Businesses and religious sites were also burned and looted, while some government force members “took off their uniforms” and joined in the attacks.

The Commission noted that “Israel’s military intervention, and earlier efforts to counter government methodology, centralization, and division, not only caused death and injury” but also contributed to instability, fueled charges of treason against Druze community leaders, and contributed to further inciting hatred and counter-attacks online against the entire community and dividing it.

call for accountability

In response to the violence, Syrian authorities promised accountability and launched a national investigation. Recently, 23 security and army personnel were reportedly detained. Information regarding the investigation of command responsibility has been limited.

“Serious violations committed by government forces and Druze armed groups may amount to war crimes and require expanded prompt, effective and impartial investigations to provide guarantees of justice and reparation,” Commissioner Fionnuala Ní Aoláin said.

The report calls for expanded efforts to ensure accountability, actions to prevent recurrence, and other measures, as well as strengthening confidence-building and reconciliation efforts.

It urges the international community to support the Syrian authorities in implementing these recommendations, and urges external actors, including Israel, to stop actions that risk further destabilization and civilian harm.

About the Commission

Independent International Commission of Inquiry on the Syrian Arab Republicwas established by the United Nationshuman rights councilTo investigate all alleged violations of international human rights law in the country since March 2011.

The panel consists of three members who are not employees of the United Nations and do not receive any payment for their work.

United Nations Commission of Inquiry on Syria Widespread violations were documented, primarily against Druze and Bedouin communities, including executions, torture, gender-based violence, and burning of homes.
