The agency said in a statement on Wednesday that it had some success in reducing theft incidents after an initial series of arrests, but by November criminal activity had increased again. The department concluded that one of the suspects who was released was again involved in a theft ring.

Then, police realized that burglaries were also increasing in neighboring areas, and involved several other agencies in their investigation, including the Los Angeles County and San Bernardino County Sheriff’s Departments and the Arcadia, Chino, Montclair, Azusa, and West Covina police departments. Police said the joint investigation pointed to two key locations – a location in South Los Angeles where people were purchasing converters and a location in Norwalk where converters were being stored.

The investigation reached a climax Tuesday, when Baldwin Park police and several other agencies raided a Norwalk storage location, arresting four people and seizing about 1,800 stolen catalytic converters, which police said had a total street value of about $500,000. One suspect ran away.

Law enforcement officials did not immediately respond to a request for the names of those arrested.

Photos posted by the department on its Facebook page A storage facility showed three men and a woman in handcuffs and a storage container about half full of what appeared to be catalytic converters.

Catalytic converters convert toxic gases into water vapor and carbon dioxide, making car exhaust less environmentally harmful. These are expensive to replace – between $1,000 and $4,000, according to aaa – Because they contain precious metals. They are frequent targets for thieves because they are relatively easy to access and remove and there are usually no traces linking them to the vehicle from which they were stolen.

Baldwin Park police busted a large-scale catalytic converter theft ring after a nine-month investigation, officials said.
