    Warnings from defense analysts about the need for mass mobilization in a future major war have reignited the debate on conscription – and, for many countries, it immediately raises a question Britain has rarely had to grapple with: what role will women play?

    Reports urging Britain to prepare for large-scale mobilization amid rising tensions with Russia have again brought manpower shortages into focus. But across Europe and beyond, policies already vary considerably in terms of gender, age and exemptions.

    UK: a limited history of compulsory service

    In the UK, with one major exception, women have generally not been subject to military conscription. During World War I, conscription was introduced in 1916 and applied only to men.

    However, during World War II, the National Service Act of 1941 meant that unmarried women aged 20 to 30 were drafted into supporting roles or essential industry.

    Although they were not sent into front-line combat, their service was essential to support the war effort. Large numbers of soldiers joined the Women’s Royal Naval Service (WRNS), Auxiliary Territorial Service (ATS) and the Women’s Auxiliary Air Force (WAAF).

    These roles were necessary for many people and mandatory for a period. Today, the British Armed Forces are entirely voluntary and open to women in all combat roles, but there is no legal framework for compulsory service for either gender.

    What does age actually mean in practice?

    Historically, during World War II, unmarried women aged 20 to 30 were called up.

    When countries discuss conscription age – typically ranging from 18 to 30s, and in rare cases even higher – they are defining the group of citizens considered physically and socially available for military training and mobilization.

    But whether this age limit applies to women or not depends entirely on the national policy. In most NATO countries, women remain outside the mandatory framework, even if they voluntarily serve in active combat roles.

    The UK remains firmly in that category. Despite new warnings from defense experts about the need for expanded armed forces and mobilization planning, any change in the direction of recruitment – ​​particularly for women – will require a fundamental political and cultural change that has not yet been seriously attempted in peacetime.

    Israel: one of the strictest systems

    Israel is one of the few countries where women are recruited at approximately equal levels with men.

    Women generally enlist around age 18 and serve for about 2 years, compared to longer service for men.

    There are some exemptions – including religious reasons, pregnancy, or in some cases marriage – but in general, military service is a standard expectation for most Jewish Israeli women.

    Women in Israel can serve in combat units, intelligence, administration, and technical roles, reflecting broader integration into the armed forces than in most NATO countries.

    Many Scandinavian countries have moved towards gender-neutral recruitment.

    Norway introduced universal conscription in 2015, meaning both men and women are liable for service, usually starting around age 19 and based on selection rather than automatic drafting of all citizens.

    Not all eligible persons are called, but women are clearly included. Sweden reinstated conscription in 2017 after previously suspending it, with it also applying to both men and women of the same age group, usually starting at age 18.

    Like Norway, it is selective rather than universal in practice. Denmark has traditionally focused conscription on men, but has now moved to expand requirements and increase equality in service obligations, reflecting broader regional concern about security threats.

    In Ukraine, recruitment during the current war has focused primarily on males aged 18 and older, with females serving on a voluntary basis.

    However, women with medical or pharmaceutical degrees are now required to register for potential mobility.

    Russia also conscripts men for compulsory military service under existing rules, usually between the ages of 18 and 30, while women are not conscripted.

    Women can serve voluntarily, but the system remains completely male-dominated.

    broader global picture

    Elsewhere, policies vary considerably:

    • Finland: Recruitment applies to men aged 18–30; Women can work voluntarily but it is not necessary.

    • South Korea: Compulsory service applies to men, usually starting around age 18–28, depending on deferment; Women are exempted.

    • Switzerland: Conscription applies to men; Women can serve voluntarily.

    • Eritrea: One of the rare cases where women have been subject to compulsory national service along with men, often starting in late adolescence, although the terms and duration are widely criticized internationally.
