The fine comes amid calls for greater oversight, as the company has promised to proactively police ‘insider trading’ on its platform.

Predictive markets platform Kalshi has penalized three unnamed political candidates in the United States for participating in “insider trading” by betting on their own campaigns.

In a statement on Wednesday, Kalshi said it had taken the enforcement action after introducing a new series of security measures.

Amid the explosion in popularity of prediction market platforms, concerns were raised over the lack of regulations in online betting. The sites allow people to bet on various cultural, sporting, political and geopolitical events.

“As in traditional financial markets, bad actors will try to defraud,” Kalshi said in a statement. He said the three cases “exemplify how developing proactive engineering solutions can help identify illicit trading activity”.

The first example identified by Kalshi involved a candidate in the Democratic primary for Minnesota’s 2nd congressional district. The statement did not identify which candidates were penalized in the five-way primary to be held on August 11.

Kalshi said the candidate “traded a small amount on the outcome of his own election”. He later paid a fine of $539.85 and was suspended from the platform for five years.

The second case concerns a candidate in the Republican primary for Texas’s 21st congressional district, which former professional baseball player Mark Teixeira won in early April.

As in the earlier case, Kalshi did not specify which of the three Republican candidates had placed a “substantially small” bet on the outcome of his election. The man was fined $784.20 and suspended from the platform for five years.

The third case is related to the Democratic primary for the US Senate elections in Virginia. Four candidates are currently running in the race, including outgoing senator Mark Warner, with voting scheduled for August 4.

Kalshi did not identify the candidate in question, but said he “traded in two markets related to his campaign”, the first relating to placing bets about who would run for public office in 2026.

“The candidate has a business for himself in this market,” Kalshi said.

“Then, once the businessman announced himself as a candidate for the Democratic primary election for Virginia U.S. Senate, he again traded on his candidacy.”

Kalshi said the candidate stopped responding to company contacts and was given a five-year suspension and a fine of $6,229.30.

    calls for inspection

Platforms like Kalshi and its top rival, Polymarket, have expanded rapidly in recent years, raising concerns over the possibility of insider trading.

These concerns were recently heightened during the US–Israel war over Iran, which has seen examples of stakes being raised ahead of government actions that should otherwise be shrouded in secrecy.

In one example, 150 new accounts appeared on Polymarket before the initial US-Israeli attacks on February 28, according to Senator Chris Murphy and Representative Greg Kaiser, who introduced legislation for greater surveillance in March.

At least 109 of the new accounts made more than $10,000 betting on the possibility of the US and Israel attacking Iran. More than five lakh dollars were deposited in one account in the bank.

Speaking at a press conference in March, Murphy alleged that the inside information was coming from the administration of US President Donald Trump.

Murphy said, “It seems quite clear what happened. People inside the White House, or people close to the White House, who had knowledge of the impending attack, took advantage of it.”

Prediction market platforms are regulated by the federal Commodity Futures Trading Commission (CFTC) in the US, but many states have stated that they should also be regulated under local gambling laws.

In March, Arizona became the first state to file criminal charges against Kalshi for allegedly operating illegal gambling operations.
